HIPAA-regulated software development requires constant compliance validation. Traditional compliance checking happens late in the cycle — quarterly audits, manual reviews, and expensive consultant engagements. Developers often unknowingly introduce violations that only get caught after deployment, creating remediation costs 10-100x higher than prevention. Existing tools provide generic linting but cannot cite specific HIPAA Security Rule controls or generate auditor-ready evidence.
Built a Bob-native compliance layer with a Compliance Officer custom mode, 5 custom skills, and a custom MCP server (bob-guard). When a developer opens a PR, Bob runs /audit-pr on the diff, refuses changes that violate HIPAA controls with section-numbered citations (e.g., §164.312(a)(2)(iv)), proposes fixes, and auto-generates an evidence pack to compliance/evidence/PR-{n}/ including control mapping, ePHI data flow, threat-model delta, test evidence, and an auditor-grade PDF. Integrates with watsonx.governance for continuous audit register.
Achieves IBM Bob Dev Day's 30-day to 2-day compliance cycle with $84K saved per release. 98 HIPAA controls across 9 families covered. Auto-generated auditor-grade PDF with executive summary, control mapping, data flow diagram, threat model delta, test evidence, and NPRM forward-compatibility notes. Custom MCP server with 5 tools and 36 unit tests passing.
About This Project
BobGuard is an IBM Bob-native compliance enforcement layer for HIPAA-regulated software. It watches every PR, refuses unsafe changes with cited HIPAA Security Rule control numbers, proposes fixes, and emits an auditor-ready evidence pack to the repo. Built as an IBM Bob Dev Day Hackathon submission, BobGuard uses a Compliance Officer custom mode with 5 skills and a custom MCP server to perform real-time PR auditing. For controls touched by the 2024 HIPAA Security Rule NPRM, BobGuard already enforces the proposed stricter standard.
